In any producing enterprise, none of those four vectors is severable into a "safety" and "non-safety" component. <br /><br />The point you make about fuzziness regarding resolution of goal conflicts has as much to do with chronic input fuzziness as it has to do with decision maker competence or "single-point" accountability. <br /><br />And the single-minded focus of attitudes on the protection of design intent ignores the reality that budget decisions, tradeoff regarding modifications, staffing development and such are mostly about inferring from limited data what conditions may prevail years into the future.<br /><br />You noted: "A minor gripe is the term “safety” may be overused when referring to identifying, evaluating or correcting problems."<br /><br />I would suggest that you stopped short in the scope of your gripe. There is an over-whelming sense of the "Do Safety, Work when Safe Enough (Maybe)" ethos that I've come to term the Duty of Prevention.<br /><br />There are the makings of imprudent whole risk-reckoning when you couple that oversight preoccupation with this: "Nuclear is Recognized as Special and Unique – The special characteristics of nuclear technology are taken into account in all decisions and actions."<br /><br />Any in depth look at the Deepwater Horizon saga will suggest that the challenges of staying on top of Complex, High-Consequence Circumstances are by no means unique to nuclear power generation. <br /><br />Having looked at this latest effort to "crowd source" Nuclear Safety Culture into existence without a shred of basis in culture research, I continue to conclude this is a foolish exercise with substantial downside potential and little upside.<br /><br />It all makes about as much sense as telling a seaman - When in doubt sail to Port."Bill Mullinsnoreply@blogger.com
